That's a really tricky question! No game can stand tall without either action, or story. A game without action but great story is actually a movie, and a game with full action but no story is just a plain game, nothing special. By my opinion, story / action ratio should be around 60 / 40! Why? Because if you have an awesome story, where you can be a part of, with your own "sweat" (or visual/kinetic/acoustic coordination) you can really "fall in" the story and enjoy it more.

Still this is my humble opinion

It depends on the game, in something like ffvii or ffx the story is more relevant imho, in other games the gameplay it's way better

Ill play a good story game when I have the time, but most of the time I'm into action games. Life is strange is one of my fav story type of games doe.

I need a mix of both to keep playing a game.

Currently playing Tokyo Mirage Sessions #FE and that has a story I really like plus a very satisfying fight system :D

Story would just pay of in the end. Action isn't too reliable for a long period of time if it's not really a part of your game right? So just going off a story would just be cheaper and a bit more immersive.

I love them both. A good story with a Call of Duty style action would be great...
